The claims come from the firm’s chief executive, and no evidence of accuracy, price or take-up has been published.

By Jean Bosco Kayitare

A Kigali advisory firm says artificial intelligence can do in seconds what takes tax professionals days. The evidence so far is the word of its chief executive.

Mathieu Rwiyereka, chief executive of RG Partners, an audit, tax and financial advisory firm serving East Africa, made the case at the 11th African Tax Research Network congress in Kigali, held on 22 to 24 September. Changes to value-added tax and corporate income tax rules have made compliance harder across the continent, he said. “Even for us tax advisors, it would take us a couple of days to be able to advise an organization,” he said.

His firm’s answer is Sora Tax AI. He said it started as a database of tax laws and now also draws on official publications, administrative instructions and other regulatory guidance. The claim about speed is specific. “If a law is published by official sources, the tax agent is able to take that and advise all the users within 15 seconds,” he said.

Mathieu Rwiyereka, chief executive of RG Partners, says Sora Tax AI can advise small businesses on new tax law within 15 seconds. The claim has not been independently tested. | IMAGE: RG Partners

The tool also calculates taxes and supports tax planning, he said. RG Partners plans to add automated filing, subject to the taxpayer’s consent. The firm calls it Rwanda’s first AI tax compliance assistant and says it works in Kinyarwanda, English and French.

The economic argument is about who bears the cost of complexity. A small business without an accountant pays either in time spent decoding its obligations or in penalties and interest when it gets them wrong. Rwiyereka sees the second cost as a result of the first. “In our context, we see tax penalties as the cost of not understanding taxation,” he said. If cheap software removes the first, he argues, more firms will comply voluntarily, which would help governments raise domestic revenue. He also said some tax systems appear to benefit from penalties and interest, but gave no example.

The firm acknowledges the main risk. General-purpose AI tools can produce wrong answers, known as hallucinations, and tax advice is an area where errors cost money. “Since we are talking about money, it’s likely to make you take the wrong financial decision,” he said. He said RG Partners has data protection authorisations in Rwanda, that tax professionals review the platform regularly and that legal and fiscal experts vet its database for errors and bias.

Those assurances cannot yet be checked. The firm has not disclosed a price, a user count or any test of accuracy. It has not named the authorisations or the reviewers, and has not said who pays if the tool gives wrong advice and a business is penalised. RG Partners also sells tax advisory services, so Sora Tax AI is a commercial product as well as a proposed remedy. Rwanda’s tax authorities were not asked to respond to the remark about penalties.

Rwiyereka’s stated goal is wider access. “Every type of small organization in the age we are needs to have access to advanced technology,” he said.

Four tests will show whether it delivers: accuracy measured against published law, the price compared with an adviser’s fee, whether tax authorities accept filings prepared by automated tools, and the substance of the data protection approvals.

RG Partners says its Sora Tax AI can advise small firms on new tax law almost instantly.
