Yet multilateral development banks operating in East Africa face a persistent structural tension: the demand for capital to fund power grids, transport corridors and industrial parks far outstrips the concessional resources available to them.

For Ms Juuko, the immediate test will be capital mobilisation. High sovereign yields across East African domestic markets have driven up the cost of capital, making commercial co-financing more expensive for project developers. At the same time, institutional investors remain chary of long-duration infrastructure debt without robust credit enhancements or sovereign guarantees.

Outlining her mandate, Ms Juuko stated that her primary focus will centre on structural execution. “My priority will be to deepen the Bank’s development finance role, unlock new sources of long-term capital, and cultivate strategic partnerships that expand our reach and deliver lasting socio-economic impact across the region,” she said.

Her background suggests a pivot toward commercial discipline. During her corporate career, she navigated tightening monetary environments while expanding lending portfolios in sectors tied to regional trade and energy extraction. Translating that commercial experience into a development finance institution requires balancing bankable returns with developmental impact—a perennial challenge for regional lenders seeking to crowd in private capital where public funds fall short.

The bank’s success under her leadership will depend less on loan disbursements announced in press releases and more on whether its projects can crowd in private capital at scale in markets where institutional investors remain cautious.

The appointment of Standard Chartered’s former Uganda chief brings private sector pedigree to a multilateral institution navigating sluggish infrastructure finance across East Africa.
