While regional treaties guarantee the movement of labor, workers crossing the border between Kenya and Uganda have routinely left their retirement savings stranded behind administrative barriers.

A bilateral agreement between the National Social Security Fund (NSSF) Uganda and NSSF Kenya is now addressing that friction. The two state-backed pension schemes have established a reciprocal arrangement allowing employees who relocate between the two countries to transfer their accumulated savings directly into their destination fund.

Patrick Ayota, the Managing Director of NSSF Uganda, explains that the mechanism functions in both directions.

“Somebody is working in Uganda, and they’ve saved with NSSF Uganda and they’re coming back to NSSF Kenya, they can actually ask us to send their money, those balances, back to NSSF Kenya,” Ayota said.

The same logic applies to Kenyan workers moving west. A worker who has built up retirement assets with NSSF Kenya can transfer that balance to NSSF Uganda upon taking up employment in Kampala or Entebbe, allowing their savings to grow continuously rather than sitting idle in a legacy account.

Ayota notes that NSSF Uganda maintains a close working relationship with NSSF Kenya, viewing the reciprocal framework as a pragmatic solution to a growing structural reality.

Capital search and diaspora savings

The drive toward portability comes as pension administrators seek to capture a wider pool of capital beyond traditional formal employment. Following legal amendments enacted in 2022 and operationalised in November 2024, NSSF Uganda introduced voluntary savings products for informal workers and self-employed professionals.

That push yielded 150,000 new accounts and accumulated nearly USh200m in voluntary contributions over a 22-month period. NSSF Uganda is now extending that voluntary framework to Ugandans living and working across the border in Kenya.

The expansion comes as the fund’s financial scale grows significantly. NSSF Uganda’s balance sheet expanded from approximately $7bn in June 2025 to $9.3bn by June 2026, an increase of $1.8bn in twelve months.

That capital accumulation is shifting how pension funds view their role in the broader regional economy. Beyond individual account mobility, African pension managers are increasingly eyeing cross-border co-investment models to deploy their liquidity into long-term domestic assets.

Ayota confirms that NSSF Uganda is participating in a continental initiative alongside seven other pension funds to pool institutional capital for large-scale projects.

“NSSF Uganda is participating in an initiative bringing together pension funds from across Africa, with eight funds so far signed up,” Ayota said, adding that the objective is to position local funds as anchor investors in sectors such as real estate and infrastructure.

The regulatory hurdle ahead

While the bilateral agreement between Nairobi and Kampala offers an immediate fix for workers moving between Kenya and Uganda, scaling portability across the broader East African Community remains complex. Fully seamless retirement movement across all regional states would require structural harmonisation of tax policies, withdrawal thresholds, contribution schedules and regulatory oversight.

For now, the pragmatic arrangement between NSSF Kenya and NSSF Uganda provides mobile workers with immediate financial continuity, ensuring that a border crossing no longer penalises a career’s worth of savings.

A reciprocal deal between Nairobi and Kampala allows workers to move their retirement savings across borders, setting a precedent for regional financial integration.
