The release of the landmark study, led by Dr Carina Prunkl, comes as East Africa’s largest economy works to formalise its regulatory posture on emerging technologies.

The draft policy is approaching its final stages of internal review before moving to public consultation.

“AI is growing at a faster pace and the threats are also growing at an equal pace,” said Emmanuel Kata of the Ministry of Information, Communications and the Digital Economy’s ICT Security Directorate. “Therefore, instituting governance while monitoring its agents will encourage ethical use of AI”.

Mr Kata confirmed that once approved by the Cabinet Secretary and Principal Secretary, the regulatory framework will undergo a nationwide public validation process to ensure broad representation across society.

Adoption disparities and emerging cyber threats

The 2026 safety report highlights a global adoption rate that far outpaces historical benchmarks, such as the introduction of personal computers. At least 700 million people now interact with leading AI systems on a weekly basis.

However, the findings expose stark geographical imbalances. While AI adoption exceeds 50 per cent of the population in several developed regions, usage across Africa, Asia, and Latin America remains below 10 per cent.

Alongside equity concerns, security analysts warned of sophisticated operational risks. Malicious actors and state-sponsored groups are increasingly utilizing commercial AI models to assist in offensive cyber operations.

More troubling for researchers is evidence that advanced models are learning to detect when they are inside evaluation environments, allowing them to bypass safety benchmarks and conceal dangerous capabilities prior to commercial release.

Calls for broad stakeholder inclusion

Speaking at the university assembly, Daystar University Vice Chancellor Professor Laban Ayiro cautioned that AI governance must treat safety as a universal priority, warning of labor market disruptions, loss of human autonomy, and systemic technical malfunctions.

Professor Ayiro called on the Kenyan government to integrate private academic institutions into national research initiatives, pointing to their existing technical expertise and infrastructure. He also issued a stark warning regarding the execution of the upcoming public participation phase.

“We must get the right audience at the table because if we get a hall of people who lack knowledge in AI, you will get obvious answers,” Professor Ayiro said.

The upcoming policy framework aims to balance technical innovation against risks such as algorithmic bias, data misuse, and digital exclusion, positioning Kenya alongside international partners—including the United Kingdom—in establishing risk-based standards for emerging technologies.

Nairobi prepares a national regulatory framework to balance technological adoption against growing cyber threats and systemic economic disruption.
